Tarot applies to a very specific card system – there are 22 Major Arcana, the Court Cards, the Minor Arcana. Any card system that does not rely on this system is not Tarot, and there are many Divination Decks out there, many of which have certain… cultural themes… but I wouldnt say that many of them go back as far as Tarot, or the I-Ching.

Since we are talking of a very closed group of settings there isnt all that much cultural variation to speak of in either case. The deck design for the playing cards has remained mostly functional. The design for the ritual tool has become more and more abstracted.
